洪秀柱推職訓 結訓後保證40K起
國民黨總統參選人洪秀柱昨天發表「打破低薪魔咒二部曲」政策，主張整合政府與民間的職訓機構成立「國家職能給力學院」，發「給力券」提供青年免費學習技能的機會，結訓後保證月薪四萬元以上。勞動部長陳雄文昨表示支持，並估計如果政策上路，失業率可望腰斬一半。
洪秀柱表示，現有職訓機構每年有十萬人的訓練能量，能量低且知名度不足，她主張擴大訓練機構的能量， 政府可發「給力券」給卅九歲以下、失業已超過十三周、長期低薪的青年，鼓勵失業青年進修，學費全免。「給力券」財源已研究妥當，可以馬上進行。
這是洪秀柱針對搶救低薪所舉辦的第二場政策記者會。她表示，家財萬貫不如一技在身，政府必須「給力」青年，並設立「國家職能給力學院」。例如外貿協會有個國際經營企業班，培訓國際企業人才非常搶手，每位學員平均有十到十一個工作機會，平均起薪四點四萬元。
國民黨立院黨團昨天宣示支持洪秀柱的經濟政策。書記長林德福指出，完全支持洪秀柱的青年計畫，列為下會期優先法案。
國民黨青年團昨在高雄舉辦「南台灣政治實踐選戰營」，與會的國民黨立委黃昭順表示，明年大選國民黨和親民黨一定要合作，才有勝選機會。

國民黨總統參選人洪秀柱昨（28）日再端政策牛肉，提出修改就業保險法，倍增就業訓練財源，並發放「給力券」，讓失業青年可免學費參加職訓課程，保證就業，且平均薪資不低於4萬元。
勞動部長陳雄文接受訪問回應，洪秀柱的主張是將目前勞動部作法化為主動。但，這是參選人的主張，要選上才能做。目前勞動部二年約職訓12萬青年，並協助就業。目前45萬失業人口中，青年失業約18萬人，洪秀柱主張發給失業青年「給力券」，可到勞動部接受職訓。
依洪陣營主張，勞動部職訓青年就業的能量須擴大到二年20萬人，即一年10萬人，平均一人職訓費用是5萬元，一年需要經費50億元。
目前就業保險每年收240億元，其中10%、約24億元用以投入職訓，因此洪陣營主張修改《就業保險法》，將目前就保基金用以投入職訓比率由10%提高到20%，經費約有48~50億元，用以支應青年職訓。這需要等洪秀柱選上，由國民黨團推動修法。洪秀柱則表示，不必等選上，已和國民黨黨團溝通，下個會期便會提案。
洪秀柱也承諾：「政府不但保證就業，而且一定會有月薪4萬元以上的待遇。」因訓練機構會與廠商簽約，讓通過鑑定者保證就業，且一併談妥薪資標準。
